ROLE: Owner's Representative — Construction Manager
PROJECT: CVG100
LOCATION: Cincinnati, OH (onsite required during construction hours)
ENGAGEMENT: Time & materials, monthly funding. Specific period of performance and onsite presence requirements per the Work Order.
OVERVIEW
The Owner's Rep CM administers the Owner's contract with the General Contractor during construction and close-out, enforcing delivery to spec, schedule, and budget on behalf of the Owner. This is an owner-side accountability role, not a GC role. The Vendor does NOT direct GC means, methods, techniques, sequences, or procedures, does NOT obtain permits/consents, does NOT verify Project insurances, and is NOT authorized to commit Owner funds or confirm milestone achievement without Owner's prior written authorization.
CORE SCOPE
Contract administration
- Administer the Construction Contract with the GC; enforce delivery to drawings/specifications/scope/quality produced by Design Consultants
- Advise Owner on change orders, payment applications, approvals/decisions
- Surface decisions to Owner with enough lead time to maintain the project schedule
- Minimize costs; seek lowest reasonable costs for the Project
- Convey applications, consents, instructions, notices, requests, statements between Owner and Project Team
Project Team coordination
- Coordinate GC, Separate Contractors, base building developer, OFCI suppliers, and other Project Team members
- Prevent scheduling conflicts and trade interference
- Notify Owner immediately if any aspect of the Project appears likely to miss objectives; work with Owner on corrective action
Schedule oversight
- Weekly schedule inspections; report on activity delay/overdue/opportunities
- Find acceleration opportunities (overtime, sequence alterations)
- De-escalate schedule risk as early as possible
- Advise Owner on schedule implications of proposed scope changes
- Maintain access request schedules with the GC
Quality assurance & QA/QC validation
- Validate accuracy of QA/QC reports produced by the GC; notify Owner of quality issues
- Review the QA/QC Plan for equipment and materials
- Weekly inspections of submittals, shop drawings, and technical sheets against Owner technical specifications
- Document inspection results on the designated platform
- Review method statements from the GC and assess completeness
Health & safety monitoring
- Monitor the GC and other parties on health & safety compliance per current site/region regulations (does NOT own H&S)
- Keep Owner apprised of all H&S matters
- Immediately report all H&S incidents per Owner Policies
OFCI management
- Verify GC receipt of OFCI items delivered to site
- Track and escalate OFCI material through a weekly log submitted to the Owner Construction Manager
Local authority / planning approvals
- Check that applications for statutory approvals are submitted per project schedule
- Verify fees for statutory approvals; notify Owner of upcoming payments
- Monitor GC and Design Consultants for required statutory submissions
- Verify planning, building regulations, and fire officer approvals are obtained before work starts
- Advise Owner on local laws, building codes, and AHJ matters
Commissioning phase support
- Assist Project Team and OFCI vendors to plan, store for, and execute the Commissioning Phase
- Cause adequate offsite and onsite testing to be completed and documented in time for the Handover to Commissioning milestone
- Ensure start-up and testing documents are available onsite for Owner and third-party commissioning teams
- Attend morning and evening test sessions; work with GC, Separate Contractors, OFCI vendors to resolve daily Commissioning Issues Log items
- Track quality observations; escalate to stakeholders for resolution
- NOT authorized to sign off on commissioning tests
Reporting & communication
- Establish communication, reporting, correspondence, and drawing distribution procedures
- Participate in daily/weekly project meetings + site walks; recommend meeting structure adjustments where needed
- Weekly report with critical/blocker/stopper issues to resolve
- Monthly progress reports
- Maintain snagging, close-out, punch list, and other issue lists; status updates by close of business each Monday
- Validate approved punch list items created by Operations for compliance with specs/drawings
Risk management & lessons learned
- Track, register, update lessons learned and potential project risks
- Present lessons learned at each phase and after project close-out
GOVERNANCE CONSTRAINTS (what the role CANNOT do)
- No authority to authorize Project Team to incur costs (including contingency spend)
- No authority to confirm milestone achievement without Owner written authorization
- No authority to amend Project Team contracts, authorize expenditure, or adjust the schedule
- Must not contact or interact with government officials/entities
- Not responsible for obtaining permits, consents, approvals, authorizations
- Not required to check/verify/comment on Project insurances
- Cannot sign off on commissioning tests
- Cannot direct GC means, methods, techniques, sequences, or procedures
PRE-COMMENCEMENT REQUIREMENTS
- Read and understand Owner's Code of Conduct and Supply Chain Standards
- Execute Owner's Confidentiality Agreement
- Complete background checks per Owner's Personnel Suitability Requirements
- Immediately report any Code violations and any conflicts of interest
