LOCATION: Onsite
ENGAGEMENT: 12 months exentsion possible
COMMITMENT: Full-time, hourly, distributed across 4 builds
REPORTS TO: AWS Construction Manager
ABOUT THE PROJECT
Four AWS Optimized Data Center (OPTDC) Build-to-Suit hyperscale data center builds in PNE. Phase 1 construction starts run May 2026 through August 2026; substantial completions run October 2026 through January 2027. Construction is delivered under a GMP contract with a GC functioning as Construction Manager at Risk. The Sr. CM is the senior owner-side representative on the CMS team across all four builds.
ROLE OVERVIEW
The Construction Manager is the lead owner's representative on the CMS team. You will represent AWS interests across all four builds, coordinate the CMS team (Schedule Analyst and Field CM), drive consistent execution and lessons-learned across sites, and partner with AWS on cost, schedule, quality, and dispute matters. You will not supervise AWS employees or other AWS contractors and will not have authority to approve change agreements, but you will provide independent assessment and advisory positions to AWS leadership.
KEY RESPONSIBILITIES
Preconstruction Phase
- Review GC cost proposals for alignment with bid instructions and balanced costs
- Review project documents and develop deep scope familiarity
- Review GC clarifications and exclusions for implied owner risk
- Review proposed GC schedules for reasonableness and fairness to the owner
- Review construction documents, contracts, and work orders in detail; identify and document constructability issues; track issues and risks inherent in the design or RFP
Post-Award / Construction Phase
- Participate in schedule development meetings with the GC and provide constructive input
- Review all schedule submissions in coordination with the Schedule Analyst; ensure GC submissions and CMS comments align with project documents and actual progress
- Review GC Division 1 submittals for compliance and reasonableness
- Lead development of weekly program reporting on schedule, budget, and quality; coordinate with CMS team and the Quantity Surveying (QS) vendor on data quality and presentation
- Direct field observation to determine actual conditions; provide independent assessments of issues affecting scope, cost, and schedule
- Maintain a comprehensive project timeline including milestones, delays, changes, RFIs, submittals, inspections, and special events
- Support AWS in disputes with the GC: prepare correspondence, assemble reports, develop owner position
- Coordinate the CMS team to ensure lessons learned propagate across sites, processes stay consistent, priorities are driven by experience, and AWS CM has full visibility of risks and issues
Closeout
- Review closeout requirements and coordinate delivery from GC and other vendors
COORDINATION SCOPE
Coordinate work with AWS-contracted consultants including:
- Consulting design services (AE)
- Third Party Inspection (3PT) services
- Quantity Surveying (QS) services
MINIMUM QUALIFICATIONS
- BA in engineering, architecture, or construction management AND 15+ years of post-graduate construction management experience
- OR 10+ years of documented experience on relevant mission critical, commercial, institutional, or public sector construction projects (in lieu of degree)
- Demonstrated experience on projects of similar size and scope
- Capable of using ladders, scaffold, and other jobsite aids in compliance with GC and OSHA safety requirements
- Resume subject to AWS review and acceptance
PREFERRED QUALIFICATIONS
- Prior owner's representative experience on hyperscale data center programs
- Prior experience on GMP / CM-at-Risk delivery
- Familiarity with AWS Project Change Request (PCR) process
- Proficiency with Procore and AWS WorkDocs
AUTHORITY LIMITS (IMPORTANT)
- No authority to supervise AWS employees or AWS contractors
- No authority to engage in change agreements, contingency spend requests, or POs
- All change requests received from other parties must be promptly communicated to the AWS CM
- No final approval or acceptance authority over other AWS contractor work
WORK ENVIRONMENT & TOOLS
- Onsite, PNE MD; M-F 8:00 AM - 5:00 PM
- Dedicated workspace in AWS office trailer (desk, chair, plan table, monitor, internet)
- File sharing via AWS WorkDocs and Procore
- Project meetings and messaging via Amazon Chime only (Teams, WhatsApp, Box prohibited)
- Position is fixed staffing - rotating coverage is not permitted
COMPLIANCE REQUIREMENTS
- AWS Personnel Suitability background check
- AWS Confidentiality Agreement execution
- Amazon Code of Conduct and Supply Chain Standards compliance
- No interaction with government officials regarding the project
